Tuning: Adjusting each string so that it produced the proper pitch (vibration frequency) when it is struck by the hammer. 

Voicing: Softening or hardening the hammers so the string produces the desired tone when struck by the hammer. 

Regulating: adjusting the 100's of variable in the way the action plays (weighting, strike distance, repetition, key depth, aftertouch, back checking, etc) to give the pianist the ability to control the action at many different levels to produce the desired tone colors and volume levels when playing.
